A Message from Councillor King
Dear Residents:
As part of my commitment to keeping residents informed about the progress we are making, Rideau-Rockcliffe households will begin receiving my Householder Report for this Term of Council in mailboxes starting Monday, April 27. Covering work undertaken since the beginning of this Council term in October 2022, the report provides an overview of key progress and investments made across Rideau-Rockcliffe over the past three and a half years.
The report highlights achievements related to community investments, environment, community well-being, infrastructure, transit, housing and transportation, among other priorities. It also reflects the importance of collaboration with residents, community associations, local organizations and City staff in advancing shared priorities across our neighbourhoods.
This report is both a reflection on progress made and a reaffirmation of the work ahead. I am grateful for the engagement and advocacy of residents, which continue to help shape priorities and strengthen our communities. Thank you to the City’s Solid Waste team for successfully operating the household hazardous waste drop-off event, the first of nine to be held across the city this year, at the Ottawa Stadium in Rideau-Rockcliffe Ward last weekend!

It was a pleasure to honour Roger Chapman, Chief of Bylaw & Regulatory Services, last week at City Hall with my Council colleagues for his impactful career at the City of Ottawa. He is retiring after 35 years of public service.
Rideau-Rockcliffe News, Events and Engagement Opportunities

New outdoor fitness equipment, featuring seven exercise stations, is coming to St. Paul’s Park. The project will also include a new asphalt pathway connection, engineered wood fibre surfacing, instructional signage, a bench, bicycle parking, and additional trees. Initial site preparation has begun. Site preparation will continue through early May. Tree planting is anticipated to take place in phases throughout late May and early June. Installation of the fitness equipment is expected from late May into early June, followed by paving work in early June. Final landscaping, including tree plantings (Red Maple, Black Cherry, Shagbark Hickory, Common Hackberry, and Black Walnut), topsoil, and sodding, is expected to wrap up in mid-June, with the project nearing completion shortly thereafter. Work timelines are weather dependent.
Signage is in place at both entrances to the park. The pathway will remain open during construction. Flaggers will be present when trucks and heavy equipment enter and exit the site from Donald Street. Project updates will continue to be shared as they become available.

Echoes of Valour: HMCS Trentonian and the Corvette Navy - May 6
The next installment of Echoes of Valour takes place May 6 at 7 pm. This evening series is hosted at the National Military Cemetery bringing Canada’s military history to life through expert storytelling and immersive displays. St. Patrick Street Bridge and Porter's Island Bridge construction - overnight work
Work has resumed on the St. Patrick Street Bridge rehabilitation project.

Enbridge Gas construction - Brittany Drive & Montreal Road
As part of Enbridge's St. Laurent Pipeline Replacement Project, which involves the installation of a new gas main, overnight construction is required along a segment of Montreal Road and a portion of Brittany Drive until approximately mid-May, from 7 pm to 5 am, in order to avoid major daytime traffic impacts. Construction is taking place 30 metres south of the intersection of Montreal Road and Cummings Avenue, extending westbound along Montreal Road, continuing approximately 30 metres north on Brittany Drive, and extending further west past the plaza at 548 Montreal Road. Construction noise is expected with the use of a hydrovac, excavator, backhoe and trucks.
As part of Enbridge's gas pipeline replacement project, construction will be required along the length of Brittany Drive between St. Laurent and Montreal from April through June 2026. This will require night and weekend work on Montreal Road, as well as periodic lane reductions or closures along Brittany. Once the work begins along the full length of Brittany Drive, construction will be restricted to daytime hours Monday to Saturday. Access to area homes and businesses will be maintained. During the work period, local residents may experience traffic detours, sidewalk closures and construction noise. The next area of focus along St. Laurent will be from Brittany to Hemlock. Weekend and overnight work, from 7 pm to 6 am, will be required to avoid weekday daytime traffic and transit impacts. The traffic management plan requires periodic lane reductions or closures along St. Laurent. Access to area homes and businesses will be maintained. During this work period, area residents may experience traffic detours, sidewalk closures and construction noise related to hydrovac operations, backhoes and trucks. - What: The remaining construction will consist of removal and replacement of asphalt and new placement of concrete sidewalks where disturbances occurred during last years work.
- Why: This work is being done to enhance communication links to existing traffic signals and increase communication capacity and efficiency to the City’s Traffic Signal System and Traffic Camera System Network.
- When: The work is expected to begin in mid-April and be completed by early June 2026.
- Where: The work will be conducted within the west sidewalk/boulevard between McArthur Avenue and Ogilvie Road, as well as at the east Transitway ramp across from the St. Laurent Shopping Centre.
Tree Removal and Power Outage - Hillcrest Road, Montagu Place and Thorold Road - May 5

On May 5, 2026, Hydro Ottawa will be supporting the City of Ottawa with their tree removal efforts. In order to perform this work safely, a power outage is required from 8 am to 4 pm and will impact residents on Hillcrest Road, Montagu Place and Thorold Road. All impacted customers are contacted by phone, text or email - depending on the communication preferences indicated on their account - and informed by a written notice delivered to their door, if applicable.
Enbridge Gas is replacing approximately 14.4 km of their natural gas distribution network in the City of Ottawa to ensure the safety and reliability of their pipeline infrastructure. Known as the St. Laurent Pipeline Replacement Project, the 2026 scope of this project will include work in the Rockcliffe Park and Manor Park communities. As they prepare for construction, you may see construction crews doing some preliminary field work, including digging and then back-filling temporary holes or trenches to safely identify utility infrastructure located in the City’s right-of-way. This preliminary field work will continue for the coming weeks from Monday to Saturday between 7 am to 5 pm. These activities are essential to ensure that subsequent construction can proceed safely and with minimal disruption. Construction work is scheduled from May 4 through July 2026 along Sandridge Road, between St. Laurent Boulevard and Hillsdale Road. This work has obtained all necessary permits and complies with municipal requirements. Areas impacted by this work will be restored. City of Ottawa News, Events and Engagement Opportunities
- R1 replacement bus service will run from 8 am to noon between Tunney’s Pasture and Blair stations.
- Shuttle bus service will run between St-Laurent and Cyrville stations, and between Lees Station and Mackenzie King Bridge.
- Full O-Train Line 1 service will resume between Tunney’s Pasture and Blair stations by noon.
This service adjustment is required for testing and commissioning of software updates for the O-Train East Extension. This work will help to advance the expansion of fast and frequent O-Train service for customers in the east end of the city. Tewin Public Open House – April 28
Residents are invited to attend an upcoming Public Open House to learn more about the Tewin planning and design process on April 28 from 6:30 to 8:30 pm at the Carlsbad Springs Community Centre, 6020 Piperville Road. The City of Ottawa is proud to launch a new public‑facing Greenhouse Gas (GHG) Emissions Dashboard – a landmark step forward in how Ottawa’s emissions data is shared, understood, and used. This launch marks an important milestone in the City’s climate journey, making it easier than ever for residents, partners, and decision‑makers to see how both the community and the City are tracking against emissions targets. The dashboard builds on the 2025 Greenhouse Gas Emissions Open Data release, transforming detailed emissions data into a clear and interactive online tool. Presenting this information in a visual and user‑friendly way supports transparency and informed decision‑making for City staff, external partners, and residents. It showcases data on corporate emissions (from City operations such as fleet, facilities, solid waste and wastewater treatment) and community emissions (including transportation, buildings, waste and agriculture across Ottawa). Registration for the Spring Cleaning the Capital program open until May 4
Registration for the Cleaning the Capital Spring campaign is open, with litter cleanup projects taking place across our city between April 15 and May 31. The online registration form is available on the Cleaning the Capital webpage. Participants can choose to clean public spaces such as parks and greenspaces, roadsides, shorelines, or even areas around bus stops. Cleanup kits, which include nitrile gloves and garbage bags, will be made available for pickup by registrants between April 2 and May 15 at fourteen City of Ottawa facilities across the city.

Emergency Services Updates
The Ottawa Police Service has launched a Retail Theft Pilot in the Central District focused on addressing organized retail theft and supporting businesses impacted by these crimes. The pilot, which began on April 1, 2026, is designed to better identify patterns of coordinated theft, in which groups steal merchandise in large quantities, often totalling thousands of dollars, from retailers and resell the goods for profit. These incidents can include smaller items taken in bulk and can have a significant financial impact on businesses, often linking across multiple locations. Details: ottawapolice.ca
Distraction theft attempts in neighbourhoods, parking lots, and near community mailboxes
The Ottawa Police Service (OPS) is asking residents to stay alert and help spread the word about distraction thefts that continue to occur across the city. In a recent incident, a resident was approached while checking a community mailbox by a group of individuals in an SUV asking for directions. The interaction quickly shifted, with the driver offering “gifts” such as jewellery and attempting to get physically close. The resident trusted their instincts, avoided physical contact, and left safely. These types of incidents are often distraction theft attempts. Unauthorized car meets face enforcement across Ottawa
The Ottawa Police Service is addressing ongoing quality-of-life concerns related to unauthorized car meets across the city, including excessive noise, disruptive behaviour, and unsafe driving. These gatherings can impact nearby residents, businesses, and road safety. The OPS has obtained permission to enforce trespassing violations at several private properties with large parking lots.
