A Message from Councillor King
Dear Residents:
As of Monday, March 30, the City's new waste collection contract came into effect, bringing with it new pickup days for approximately half of all Ottawa residents and implementing significant changes to its curbside waste collection program. Many households in our ward are among those affected, and I want to sincerely apologize for the disruption these changes are causing. The new schedule is the result of the complex coordination and synchronization required to overhaul a citywide service that has not undergone changes of this scale in more than 20 years, and I recognize that does not make the adjustment any easier for residents managing the day-to-day impact.
Under the new contract, garbage collection days are shifting for a large number of households across the city. In our area specifically, residents generally east of Crichton Street and Vanier Parkway, north of Montreal Road, and west of St. Laurent Boulevard, along with the portion of Manor Park east of St. Laurent, will now have their garbage collected on Wednesdays. Residents east of the Rideau River, south of Montreal Road, west of St. Laurent Boulevard, and north of Highway 417 will move to Friday collection. Those living east of St. Laurent Boulevard, south of Montreal Road, west of Blair Road, north of Highway 417, as well as residents of Brittany Drive and the surrounding neighbourhood, will have their garbage collected on Tuesdays. The frequency of collection is not changing. Garbage will continue to be picked up every two weeks, while green bin and yard waste collection will remain weekly.
The most immediate concern for many residents is a one-time extended gap in garbage collection that will occur as the City transitions between contracts. Across Ottawa, roughly 80,000 households will experience a longer than usual wait between pickups during this period. In some neighbourhoods that gap may stretch to as long as 26 days. This is because the final collection under the old contract and the first collection under the new contract do not fall close together for everyone. Households that previously had Monday collection, as an example, had their last pickup under the old contract on March 16, with the next scheduled collection not until April 11, which has itself been shifted to a Saturday due to the Easter Monday statutory holiday push day.
City staff are working to limit the impacts on households experiencing a gap longer than 17 days between collections through the implementation of a number of mitigation measures. Green bin collection is continuing on its regular weekly schedule, which will help significantly given that food and organic waste tends to be the primary source of odour and decay in household garbage. In addition, between March 30 and April 24, residents may place up to six items at the curb on their scheduled collection day without needing to purchase yellow bags, double the usual limit of three items, with no additional fees applying during this window.
To further support households in the neighbourhoods of New Edinburgh, Lindenlea, Rockcliffe Park, Manor Park, Castle Heights, Overbook, and the Borthwick-Cummings-Trojan-Forbes community that are experiencing a gap of 17 days or longer between pickups, the City is providing a one-time garbage drop-off opportunity on Saturday, April 4. The drop-off location serving Rideau-Rockcliffe Ward is the St. Laurent Complex at 525 Côté Street, operating from 8:30 to 11:30 am. Residents can bring a single bag of garbage weighing up to 15 kilograms. Bulky items and additional bags beyond the one permitted will not be accepted, and proof of address may be required.
It is important to note that while the City of Ottawa continues to manage garbage and green bin organics collection, recycling collection in Ottawa is now handled differently. Under Ontario's new Individual Producer Responsibility framework, recycling is managed by Circular Materials, a non-profit organization working on behalf of product producers. Under this provincial program, producers are responsible for managing recycling materials across Ontario, and the City is no longer responsible for this service. Garbage, green bin, and recycling collection days will nonetheless continue to be aligned, so residents will still have just one day per week to put all of their waste at the curb.
To ensure your waste is collected, please place all materials at the curb no earlier than 6 pm the evening before your collection day and no later than 7 am on the morning of collection.

All affected households were supposed to have received a letter in advance of the changes outlining the new schedule and what to expect during the transition. However, a number of households in Rideau-Rockcliffe Ward have reported not receiving it, and my office will be following up with City staff about this communication gap.
In the meantime, residents can check their updated collection schedule online, sign up for email or telephone reminders, and view their curbside waste collection calendar at ottawa.ca/CollectionCalendar. You can also download the Ottawa Collection Calendar mobile app for Apple or Android devices to confirm your collection day. It is worth noting that this year will be the last time the City mails out paper-based collection calendars, so residents are encouraged to take advantage of these digital tools going forward.
These changes represent a significant shift in routine for many in our community. Please take a moment to confirm your new collection day, plan accordingly during the transition period, and make the most of the temporary measures the City has put in place to ease the adjustment.

Mental health and wellness workshops for Black and Racialized Youth - until June 30
Black and racialized youth ages 14 and up are invited to participate in the African, Caribbean & Black Wellness Resource Centre's Rooted & Rising Workshop on mental health, wellness and identity, every other Tuesday from until June 30, 5 to 7 pm, at 610 Donald Street. St. Laurent Complex update - Full operations resume April 7

St. Laurent Complex has been the focus of a significant rehabilitation project involving multiple areas of the facility.
The work includes full replacement of the roof over the pool changerooms, reception area, weight room, dance studio and hallways, as well as a complete renovation of the pool changerooms with new flooring, walls, fixtures, lighting, lockers, ventilation systems, and the addition of cooling to improve user comfort. The upgraded changerooms will now meet current accessibility standards. The project also includes installation of a new chiller system serving the entire complex, new doors and windows at all access points, updated flooring in activity rooms and common areas, and improvements to the facility’s security systems.
Due to the complexity of the roof work, the construction timeline was extended, affecting pool use during the winter session.
The complex, including the swimming pool and changerooms, is anticipated to be fully operational on April 7. Public swims, family swims, lane swims, and aquafit programs are expected to resume at that time, and the spring swimming lesson session is also scheduled to begin that same week.
Free - Strong and Steady Fall Prevention Program for older adults
The Strong and Steady program is a free, 10-week fall prevention exercise program designed to help adults aged 65+ improve strength, balance, and mobility. Classes are designed for beginners, held twice a week and there is no cost to join. Limited spaces are available, so register today or add your name to the waiting list for the following local class options:

Designing for Connection and Belonging. - Exhibition April 7
Overnight work - Montreal and Cummings - until April 8
As part of Enbridge's St. Laurent Pipeline Replacement Project, overnight construction will be required until April 8, from 7 pm to 6 am, in order to avoid major daytime traffic impacts. A new gas main is being installed. Construction will take place 30 metres south of the intersection of Montreal Road and Cummings Avenue, extending westbound along Montreal Road, continuing approximately 30 metres north along Brittany Drive, and extending further west past the plaza at 548 Montreal Road. Construction noise is expected with the use of a hydrovac, excavator, backhoe and trucks.

The Plant Your Place! program returns with two ways to get a free tree:

- What: The remaining construction will consist of removal and replacement of asphalt and new placement of concrete sidewalks where disturbances occurred during last years work.
- Why: This work is being done to enhance communication links to existing traffic signals and increase communication capacity and efficiency to the City’s Traffic Signal System and Traffic Camera System Network.
- When: The work is expected to begin in mid-April and be completed by early June 2026.
- Where: The work will be conducted within the west sidewalk/boulevard between McArthur Avenue and Ogilvie Road, as well as at the east Transitway ramp across from the St. Laurent Shopping Centre.

Volunteer Week Celebration Breakfast - April 24
Volunteer Ottawa’s Volunteer Week Celebration is an annual gathering that brings together everyone involved in Ottawa’s non-profit, charitable, and volunteer sectors to celebrate the impact of volunteering and strengthen cross-sector connections. The 2026 edition, Connected Ottawa, marks an exciting collaboration with Rideau-Rockcliffe Councillor Rawlson King and will be hosted at Ottawa City Hall on April 24, from 7 am to 10 am. Road closures - Arundel Avenue and Farnham Crescent - until April 24
The City of Ottawa has commenced construction on the new sewers, watermains and associated road rehabilitation work as part of the Jeffrey Avenue, Arundel Avenue, Farnham Crescent et al integrated renewal project. To facilitate the installation of the works, the City of Ottawa has approved the closure of portions of Arundel Avenue and Farnham Crescent as outlined below. Local access will be maintained for the affected roads noted above, notably Farnham Crescent, from the dead end to the cul-de-sac. No other access through the closure will be available.

Enbridge Gas is replacing approximately 14.4 km of their natural gas distribution network in the City of Ottawa to ensure the safety and reliability of their pipeline infrastructure. Known as the St. Laurent Pipeline Replacement Project, the 2026 scope of this project will include work in the Rockcliffe Park community. This work will take place between May and July 2026 along Sandridge Road, between St. Laurent Blvd. and Hillsdale Road. Residents may see construction crews doing some preliminary work, such as staking out property lines and digging temporary holes to safely identify utility infrastructure located in the municipal right-of-way. This preliminary work will continue for the next few weeks. Advance notice of construction will be provided to area residents.

Registration for the Cleaning the Capital Spring campaign is now open, with litter cleanup projects taking place across our city between April 15 and May 31. The online registration form is available on the Cleaning the Capital webpage. Participants can choose to clean public spaces such as parks and greenspaces, roadsides, shorelines, or even areas around bus stops. Cleanup kits, which include nitrile gloves and garbage bags, will be made available for pickup by registrants between April 2 and May 15 at fourteen City of Ottawa facilities across the city.

Enhancing Access to Spaces for Everyone (EASE) Grant - info webinars April 8 and 23; application deadline is May 7
The Ontario government is investing $2.25 million to protect, strengthen and expand access to inclusive, barrier free community spaces across the province. Ontario has opened applications for the second round of the Enhancing Access to Spaces for Everyone (EASE) Grant, which awards up to $60,000 for small capital projects that improve accessibility and support active, healthy lifestyles for people with disabilities and older adults. The EASE Grant program is open to Indigenous communities and incorporated not-for-profit organizations and municipalities. The deadline to apply is May 7 at 5 pm. Community Environmental Projects Grant Program - open until April 10
The Community Environmental Projects Grant Program (CEPGP) is being offered once again for 2026. The City is now accepting applications. Applications can be submitted from now until April 10. To receive updates related to the program please send your request to [email protected]. This year, the annual budget for the program has increased from $102,000 to $204,000. The additional $102,000 in funds will be specifically directed to projects that support the City’s Solid Waste Master Plan along the themes of waste avoidance, reduction, and reuse. The other $102,000.00 will continue to support a broad range of environmentally sustainable projects. Project funding has ranged from $200 to $10,500, with an average grant of roughly $3,200. Learning With T1D diabetes - Community Workshop April 11
Busting Out Ottawa is seeking new members! Ottawa’s only breast cancer paddling Dragon Boat team would love for you to join them! No paddling experience? No problem! Their coaches will teach you the proper technique, and if you decide to race with the team, they will have you ready for the Ottawa Dragon Boat Festival in June. The team is hosting a Membership Information Event on April 14, from 6 to 8 pm at Tom Brown Arena, 141 Bayview Station Road.
