A Message from Councillor King
Dear Residents:
Beginning August 27, the City of Ottawa’s Municipal Election Blackout Period will temporarily limit how Members of Council seeking re-election may communicate using City resources. The rules are intended to maintain a clear separation between City business and election activity. As a result, during the Blackout Period, which continues until Election Day on Oct. 26, regular updates from my office through this newsletter, our website and social media channels will pause.
My Ward 13 office will remain open and available to assist residents with day-to-day constituency matters and municipal services. My staff and I will also continue working with residents, community organizations and City departments on active ward and municipal files throughout the Blackout Period.
Much of this work reflects the way neighbourhood issues are connected. Housing, transportation, infrastructure, public health, community safety, parks, the environment and neighbourhood character all shape the quality of life in Rideau-Rockcliffe. As Ottawa grows, it remains important that investments in infrastructure, transit, public spaces and community services keep pace with the needs of both new and existing residents.
Current work includes:
- Transportation and road safety: Ongoing work on sidewalks, pedestrian crossings, cycling connections, accessibility, traffic calming, bus stops and transit infrastructure, including improved connections for growing communities such as Wateridge Village and projects identified through Ottawa’s Transportation Master Plan.
- Transit reliability: This fall, the City is also introducing new express bus routes, additional transit service and reliability improvements, increased O-Train service and new travel-planning tools through its Mobility Hub.
- Infrastructure renewal: Major projects involving roads, watermains, sewers, bridges, pumping stations and other essential infrastructure. Integrated renewal projects also provide opportunities to improve sidewalks, accessibility, cycling facilities, traffic calming and streetscapes as underground infrastructure is replaced.
- Beechwood Avenue: The Beechwood Avenue Public Realm project is examining pedestrian safety, cycling infrastructure, transit integration, accessibility, streetscaping and the overall public realm along this important traditional main street and transportation corridor.
- Housing and tenant protections: Work continues on affordable, supportive, accessible and mixed-income housing, renewal of Ottawa’s existing social housing stock, homelessness initiatives and implementation of Ottawa’s new renoviction by-law, which takes effect January 1, 2027.
- Community safety and well-being: ANCHOR expanded into Overbrook earlier this summer, providing an alternative community-based response to some mental-health and substance-use crises. The Ottawa Police Service is also implementing its new District Model, with Rideau-Rockcliffe served through the Central and East districts.
- Parks, recreation and community facilities: Recent and ongoing investments include the St. Laurent Complex rehabilitation, construction of the Wateridge Village Fieldhouse, park renewal projects, accessibility improvements and new recreational amenities across the ward.
- Planning, heritage, public health, environment and equity: Ongoing work includes managing growth in a way that respects neighbourhood context, protecting heritage and natural assets, strengthening climate resilience and public health, and advancing the City’s equity and anti-racism commitments.
Although our regular communications will pause, the work of serving Rideau-Rockcliffe will continue throughout the Blackout Period.
Before August 27, the Ward 13 website will be updated with information about upcoming City and community events, programs, consultations and opportunities through November. Past editions of the weekly newsletter will remain available at rideau-rockcliffe.ca/newsletters.
Citywide information about services, programs and projects will continue to be available through the City of Ottawa newsroom, while future consultation opportunities will be posted on the City’s public engagement page. My office will also continue sharing local updates with community associations and organizations throughout Rideau-Rockcliffe.

It was a pleasure to join Ottawa-Vanier MPP Lucille Collard at her popular corn roast event at Optimist Park last weekend, which featured free swimming, local corn and live music!
Congratulations to Cooperation Integration Canada on the occasion of their 20th anniversary. The organization provides newcomer services to the French-speaking immigrant community in Ottawa. I was happy to speak at their fundraiser last weekend.

New Edinburgh parking update
Work continues to address longstanding parking pressures in New Edinburgh through a combination of community-led parking changes and discussions with major employers and transportation partners. There has been important progress on Crichton Street. Thanks to the considerable efforts of resident volunteers, the section between Union Street and Queen Victoria Street has surpassed the required 66 per cent support for new 90-minute weekday parking restrictions and Residential and Guest Parking Permit zones. City staff are now moving forward with implementation, anticipated for this fall. Petitions remain open on other affected streets and sections of the neighbourhood. Progress is dependent on resident participation, and additional volunteers are needed to help speak with neighbours and collect responses. At the same time, my office has been working directly with Global Affairs Canada on measures to reduce employee parking on residential streets, including alternative parking arrangements, carpooling and other transportation options. My office and I are also working to connect GAC with OC Transpo to explore opportunities to improve transit access and better understand employee travel needs. Residents interested in helping move the petition process forward on their street are encouraged to contact my office.
Ottawa Family Cinema seeking volunteers

Overbrook After School Activity Club - Registration now open for programming beginning Sept. 1

Air Conditioner Pilot for Low-Income Residents
The City of Ottawa is offering a limited Air Conditioner Pilot to help eligible low-income residents stay safe during periods of extreme heat. Residents may qualify if they do not have a working air conditioner, have a health-related need for cooling, meet the Low-Income Cut-Off and cannot afford to purchase an air conditioner. To request an eligibility assessment, call 3-1-1 Monday to Friday, from 8:30 am to 4 pm. Select English (1) or French (2), then Community and Social Services (4), followed by option 6. Donate Your Empties to BottleWorks Ottawa - Sept. 12
BottleWorks Ottawa is accepting donations of empty bottles and cans to support youth facing barriers to employment. The social enterprise, operated by Operation Come Home, provides paid employment, skills development and social supports for young people experiencing homelessness. - New Edinburgh: Explore the history, architecture and streetscapes of New Edinburgh during a Heritage Ottawa walking tour on Sept. 13 at 2 pm. The tour highlights the neighbourhood’s industrial roots, early residents and evolution from one of Canada’s earliest planned communities. The tour departs from the Rideau Gate entrance to the Rideau Hall grounds and is led by local historian and author Janet Uren.
- Rockcliffe Park: Masterpieces of Domestic Design: Revival Style Architecture in Rockcliffe Park takes place Oct. 4 at 2 pm. The new walking tour explores Rockcliffe Park’s historic residential architecture, from Tudor and Gothic Revival to Georgian, Colonial Revival and modernist designs. The tour departs from the Rockcliffe Park Public Library parking lot, 380 Springfield Road, and is led by architectural historian Martha Edmond.
Ottawa Fire Services Ambassador Grant Program - Information Session Sept. 17
Ottawa Fire Services, in partnership with the African, Caribbean and Black Wellness Resource Centre, is offering a fully funded training and mentorship opportunity for Black, racialized and Indigenous adults interested in becoming firefighters. The program includes firefighter training, required certifications, mentorship, career coaching and application support. An information session will be held Thursday, Sept. 17, from 5:30 to 7 pm at the ACB Wellness Resource Centre, 610 Donald Street. Applicants must be 23+, fluent in English, hold a valid Ontario Class G licence, be eligible for a clean Criminal Record Check and be able to complete the Candidate Physical Ability Test. New Edinburgh Neighbourhood Sale - Sept. 19
The New Edinburgh Neighbourhood Sale returns on Sept. 19 from 8 am to 12 pm, with residents, businesses, community groups and artists invited to hold sales throughout the neighbourhood. The area around the New Edinburgh Park Fieldhouse, at 203 Stanley Avenue, will also be active with the weekly market taking place at the same time. Canada Army Run - Sept. 20
The Canada Army Run takes place in Ottawa on Sept. 20. Funds generated through the event support the Canadian Armed Forces community. Participants of all abilities and fitness levels are welcome to participate. Run, walk or roll. All races start near Ottawa City Hall and finish beside the National War Memorial. Creative Expressions: Rooted & Radiant creative wellness program - Sept. 26 to Nov. 7
Registration is now open for Creative Expressions Year 5: Rooted & Radiant – The Fifth Element: Spirit, a free seven-week creative wellness program for Black and racialized women, femmes, non-binary and gender-diverse community members. Flamenco for Food in New Edinburgh - Oct. 3
Support local music and local food banks at the next Flamenco for Food event on Oct. 3 at 6:30 pm at MacKay United Church Memorial Hall, 39 Dufferin Road. Doors open at 6 pm. The community-based initiative features live flamenco performances, with admission by donation of non-perishable food items for local food banks. Ottawa Aboriginal Coalition Community Gathering - Nov. 5
The Ottawa Aboriginal Coalition (OAC) invites community members to its annual Indigenous Community Gathering on Thursday, November 5, 2026, from 5 to 8:30 pm. at the Ottawa Conference and Event Centre, 200 Coventry Road. This year’s gathering will also celebrate the OAC’s 25th anniversary and highlight Ottawa’s Indigenous community, along with the work being done by the OAC, its partners and member organizations. ANCHOR now has expanded boundaries – check out the new interactive map
The Alternate Neighbourhood Crisis Response (ANCHOR) program has expanded its services to new neighbourhoods, including the Byward Market, Lowertown, Sandy Hill, Overbrook, Vanier and Lees Towers. ANCHOR provides a community-led, non-police safer alternate response to mental health and substance use crisis. Individuals experiencing or witnessing a mental health or substance use crisis can call 2-1-1 to access ANCHOR, which is available 24/7 for people aged 16 and older within the service area. The new interactive map makes it easy to check if ANCHOR is available where you are.
Rideau-Rockcliffe Construction Projects
Canada Post Community Mailbox Program - update
Canada Post has advised that over the coming years, it will convert nearly four million addresses that still receive door-to-door delivery to community mailboxes. This change is part of their plan to renew and modernize the national postal service so they can continue to meet the evolving needs of Canadians in a financially sustainable way. Addresses with postal codes K1B, K1G, K1H, K1J and K1K have been selected for conversion from door-to-door delivery to community mailboxes in late 2026 and early 2027.
Here in Rideau-Rockcliffe Ward, the conversion areas include the K1K and K1J postal codes in the following communities: Overbrook, the area around the St. Laurent Complex, Manor Park, the Forbes-Cummings community, Wateridge Village, the Quarries and Carson Grove.
UPDATE: Community mailboxes will be installed by Canada Post, beginning with the installation of the concrete bases this fall and the mailboxes early next year. Property owners adjacent to proposed locations should have recently received notices from Canada Post regarding proposed locations. Customers will be notified by mail of the date on which their delivery will switch and they will also receive mailbox keys.
Canada Post is the responsibility of the federal government. Our office will continue to share updates as new information becomes available.
Bus Stop Improvement Projects - until early December
Several bus stops will receive accessibility improvements in Rideau-Rockcliffe over the coming months. This is part of a citywide project with work taking place at 61 OC Transpo bus stop locations across the city until early December. In Rideau-Rockcliffe, the locations include:

- Den Haag Drive at Carwood Circle
- Den Haag Drive at Montreal Road
- Den Haag Drive at Borealis Crescent
- Hemlock Road at Lansdowne Road
- Hemlock Road at Whitemarl Drive
- New bus shelter and accessible landing pad at Donald Street north of Eve Street
- Bus shelter reinstatement at Crichton Street east of Beechwood Avenue
- In nearby Ward 12, the bus stop will be improved at Olmstead Avenue at Jeanne-Mance Street
Construction - Manor Park - Occasional weekend work
As part of the ongoing Integrated Renewal and Sewer Separation project in Manor Park, underground sewer installation work is expected to occasionally take place on weekends. Emergency services will continue to have access, and traffic control measures will be in place while crews and equipment are active on site. Residents may experience increased noise, construction traffic and temporary access restrictions and are encouraged to move vehicles in advance if needed. Affected residents will receive advance notice if weekend work is required.
Hydro Ottawa construction - Sept. 1 to Nov. 27
Hydro Ottawa is planning for construction along the Vanier Parkway in order to provide system expansion to service a new high-rise development at 320 Lees Avenue, between Mann Avenue and Chapel Crescent. The work will include trenching and installing utility holes and 650 metres of concrete-encased ducts between existing Hydro Ottawa duct structures at road crossings on Lees Avenue. On the Vanier Parkway, Hydro Ottawa is planning to trench and install approximately 15 metres of concrete-encased ducts in the boulevard between existing duct structures. The work is slated for Sept. 1 to Nov. 27, weather permitting.
Integrated Renewal - de L’Église Street and Blake Boulevard - Utility Locates - Beginning in September
Beginning in September, the City of Ottawa will undertake subsurface utility engineering investigations on de L’Église Street and Blake Boulevard. This work is being completed to determine the position of underground utilities at key locations to support the design of the road, sewer, and watermain replacement. Efforts to manage impacts to front yard landscaping and existing mature trees will be a project priority. More information about the project can be found at ottawa.ca/DelEgliseStreet.
What: The investigation will include hydrovac excavation to locate existing infrastructure, such as gas mains, Hydro Ottawa duct banks, telecommunications services, sewers and watermains, to support the ongoing design. Excavations will take place in landscaped areas and within the roadway, and all disturbed areas will be reinstated once the work is complete. The work will be carried out by crews using the equipment required for the investigation. Temporary parking restrictions will be in effect in certain areas while this work is underway.
Construction - Montreal Road at Borthwick Avenue - until mid-September
Groupe MP Canada is working at 630 Montreal Road at the southwest corner of Borthwick Avenue until approximately mid-September, weather permitting. Construction activities include piling, tieback drilling, and excavation, 29 metres along Montreal and 33 metres along Borthwick. Sidewalk detours are in place.
Presland Park Renewal - Consultation opportunities coming this fall
Planning is underway for the next phase of improvements at Presland Park in Overbrook. Following $50,000 in improvements in 2025 to address drainage, landscaping, pathway and accessibility issues, $410,000 in Ward 13 Cash-in-Lieu-of-Parkland funding has been allocated in 2026 to develop concepts for a broader renewal of the park. City staff are currently developing design options, which are expected to be presented to the community for review and feedback in fall 2026. Updates and consultation opportunities will be shared with the Overbrook Community Association and through Engage Ottawa, once the project webpage launches. A construction timeline will be determined following the design and consultation process and confirmation of future funding.
Alvin Heights Park Improvements Planned for Spring 2027
Major improvements are moving forward at Alvin Heights Park in Manor Park following the completion of public consultation earlier this year. The project includes $410,000 in Ward 13 Cash-in-Lieu-of-Parkland funding for new back-to-back basketball half-courts, shaded tables, an outdoor ping-pong table and additional pool deck seating. An additional $144,595 will support replacement of the pool deck, an accessible pool ramp and stairs and repairs to the pool building. Design work is now underway, with construction of the pool deck improvements and new basketball courts expected to begin in spring 2027, ahead of the outdoor swimming season. Updates will be shared with the Manor Park Community Association and on the Engage Ottawa project page.
Centennial Garden Restoration Underway at Village Green Park - Construction underway
Work is now underway to restore the historic Centennial Garden at Village Green Park in Rockcliffe Park. After more than a decade of preparation, the community-led project will renew the historic landscape originally designed by Humphrey Carver in 1967 to commemorate Canada's Centennial. Improvements include redesigned pathways and the central gathering area, new benches, native plantings and a third commemorative stone representing Nunavut. The project is supported by $405,937 in Ward 13 Cash-in-Lieu-of-Parkland funding, along with a $150,000 City of Ottawa Major Capital Community Project Grant, matched by community donations. Construction began in August 2026, with substantial completion anticipated by the end of October 2026. Bathgate Park Restoration and Reforestation Moving Forward - Construction beginning this fall
A major restoration and reforestation project is moving forward at Bathgate Park in Carson Grove. The $120,000 project, including $60,000 in Ward 13 Cash-in-Lieu-of-Parkland funding, will include the removal of deteriorated basketball court, soil rehabilitation and grading work, restoration of the central pathway and new trees trees will be planted. Community feedback gathered in 2026 is helping shape the reforestation plan, with strong support for native tree planting, biodiversity, wildlife habitat and greater naturalization of the park. The basketball court will be removed this fall, followed by soil rehabilitation, reseeding and tree plantings. A new park entrance sign was also recently installed. The renewal project will also include the installation of two permanent waste receptacles, including at the playground. It is anticipated the central pathway will be updated in summer 2027. Wateridge Village Fieldhouse Under Construction
Construction is underway on the new Wateridge Village Fieldhouse at Eugène Martineau Park, creating a new year-round community gathering space for the growing neighbourhood. The $2.9-million project includes $217,500 in Ward 13 Cash-in-Lieu-of-Parkland funding and will feature a multi-purpose community room, skating change rooms, a kitchenette, storage space, washrooms and a generator connection to improve resilience during emergencies. Construction began in July 2026, with completion expected in 2027. Once finished, the fieldhouse will expand recreation and community programming opportunities at Eugène Martineau Park and provide an important new gathering place for Wateridge Village residents. Topographic Survey on Wolff Street, Ontario Street, Marguerite Avenue and Stevens Avenue
Over the next few weeks, Stantec will be conducting topographic surveys on various street segments in Overbrook west of the Vanier Parkway. Area residents will receive notification letters.
WHY: This field work is the first step in creating a proposed design to support the renewal of Wolff Street, Ontario Street, Marguerite Avenue and Stevens Avenue.
Why: Night work is needed to maintain the schedule of stage 3 construction for the St Patrick Street Bridge. Noise exemptions will be applied according to the City of Ottawa Noise By-law.
What: The work will include concrete removal on the St. Patrick Street Bridge. The use of construction equipment shall not exceed 85 dB(A) when measured at the point of reception.
When: The night work will occur periodically until October 1, 2026, from 10 pm to 7 am, subject to weather conditions.
Where: The work will occur on the St. Patrick Street Bridge and approaches between the Crichton Street/Vanier Parkway intersection and 50 metres west of Lower Charlotte Street.
Work on Enbridge's St. Laurent Gas Pipeline Replacement Project will continue along St. Laurent Boulevard from Lemieux Street to Donald Street. Overnight work is required in this location in order to avoid major daytime traffic impacts. Enbridge's St. Laurent Gas Pipeline Replacement Project will continue overnight utility work along Montreal, Cummings, Brittany, St. Laurent. The work continues overnight, and will involve construction noise related to hydrovac operations, excavators, backhoe and heavy trucks. The overnight operations are required to avoid major daytime traffic implications.

Youth ride free during select times this year
Beginning September 1, youth from age 11 to 18 ride free on OC Transpo buses, trains and Para Transpo on weekdays after 5 pm, weekends and holidays.
Here’s how to travel for free:
- Purchase a $4 Presto card if you don’t already have one.
- Set a Pre-Teen (ages 11 to 12) or Youth (13 to 18) pass on your card at participating Shoppers Drug Mart, Loblaws and Real Canadian Superstore locations.
- Tap your card on the fare gate or fare reader to board for free.
If you have a Student transit pass through your school, you’re already good to go. Use your Student transit pass to ride for free.

Ottawa and Gatineau sign new economic cooperation agreement
Ottawa Mayor Mark Sutcliffe and Gatineau Mayor Maude Marquis-Bissonnette have signed a new Economic Cooperation Agreement recognizing Ottawa-Gatineau as one integrated regional economy. The agreement calls for greater collaboration on regional mobility and public transit, economic development, defence and cybersecurity, tourism, and efforts to attract investment and create jobs. The two cities are also asking the federal, Ontario and Quebec governments to recognize the National Capital Region as a distinct regional economic zone. A joint Ottawa-Gatineau committee will help coordinate implementation and develop future actions. Details: ottawa.ca
Adopt-a-Road, Adopt-a-Park
Adopt-a-Park and Adopt-a-Road is a city-wide program that encourages individuals, families, neighbours, community groups, and businesses to take an active role in helping maintain a beautiful city. Volunteers take on park or roadway cleanup projects to improve safety and promote a healthy natural environment by keeping the City clean, green, and free of litter.
Adopt volunteers make a commitment to cleaning up a park or roadway (1 km or greater):
- A minimum of twice a year - once in the spring and once in the fall.
- For a period of two or five years to provide continuity.
Adopt participants are encouraged to perform the following activities:
- Pick up litter/debris
- Sweep sidewalks and pathways
- Pull minor weeds
- Report vandalism on public or private property

Ottawa Capital Pride - until August 30; Parade is August 30
Enjoy Capital Pride festivities August 22 to 30. The Capital Pride Street Festival takes place August 29 and 30 on Bank Street, 12 to 8 pm each day. The festivities conclude with the Capital Pride Parade. Join more than 200 groups, 11,000 participants, and more than 150,000 attendees at Ottawa’s largest parade. Show your pride and celebrate on Sunday, August 30 at 1 pm in Centretown, along Wellington Street and Booth Street to Bank Street and Slater Street. Traffic impacts for the Capital Pride Parade: Road closures will be in effect on Bank Street, between Slater Street and Gladstone Avenue, during the street festival from 6 pm on Friday, August 28, to 2 am on Sunday, August 30. Road closures will also be in place during the parade on Wellington Street, Bank Street and Albert Street on August 30. Cleaning the Capital Fall Campaign - Registration is open until Oct. 2
As fall approaches and colourful landscapes begin to transform our city, the City of Ottawa invites residents to come together with neighbours, friends, family, and colleagues to help keep our shared public spaces clean, beautiful, and welcoming for all. Registration for the Cleaning the Capital Fall campaign opened August 25, with litter cleanup projects taking place between September 15 and October 15. The Spring 2026 Cleaning the Capital campaign set a new record, with more than 1,094 registered cleanup projects and over 50,000 participants. This milestone marks the highest number of registered projects in the program’s 33-year history!
Important dates:
- August 25, 2026: Registration opened
- September 4 - October 11, 2026: Cleanup kits available for pickup at participating City facilities
- September 15, 2026 - October 15, 2026: Cleaning the Capital Fall campaign

The online registration form is available on the Cleaning the Capital webpage. Residents are encouraged to check out the interactive map prior to registering to view the locations and dates of all registered cleanup projects in their communities. Participants can choose to clean public spaces such as parks and greenspaces, roadsides, shorelines, or areas around bus stops.
Cleanup kits, which include nitrile gloves and garbage bags, will be made available for pickup by registrants between September 4 and October 11 at participating City of Ottawa facilities across the city.

OC Transpo Fall Service Change - begins August 30
OC Transpo’s fall service begins Sunday, August 30, with seasonal schedule adjustments and service changes across the transit network. Riders are encouraged to check the Travel Planner or updated route schedules to see whether their regular trips are affected. Late-night service pilot on Para Transpo begins Sept. 4
Beginning September 4, Para Transpo service will run until 2 am on Friday and Saturday nights. Enjoy your night, knowing your trip is booked to take you home when you're ready. Just like Para Transpo trips at any other time of day, you must book your trips before 5 pm the service day before. This means that if you're going out on Friday night and want to get picked up at 1 am (Saturday), you'll need to book your trip before 5 pm on Thursday.

- For rural trips, you must book your pickup time for 1:30 am or earlier.

Ecology Ottawa is thrilled to accept applications for the third year of its EcoYouth Council. The EcoYouth program responds to growing eco-anxiety among young people and highlights the power of local environmental action. Ottawa 200 Block Party - Sept. 26
