A Message from Councillor King
This week, the Government of Canada and the City of Ottawa announced that they reached an agreement to fast-track more than 4,400 housing units over the next three years. This work will help spur the construction of 32,600 homes over the next decade.
The announcement was made on Monday by Kanata-Carleton MP Jenna Sudds, Minister of Families, Children and Social Development, on behalf of MP Sean Fraser, Minister of Housing, Infrastructure and Communities, and Mayor Mark Sutcliffe, with nearly half of Ottawa City Council members in attendance. The announcement was held at the Mikinak Community, which is the newest affordable housing development in Ottawa, located in Wateridge Village in Rideau-Rockcliffe Ward.
Under the Housing Accelerator Fund, this agreement will provide the City of Ottawa with more than $176.3 million to eliminate barriers to building the housing we need, faster. It will allow for more housing options in the City of Ottawa, including more rental, affordable, and missing middle-housing. Provision of the funds will be dependent upon zoning changes that would allow up to four units as-of-right through the City’s comprehensive By-law Review process. The by-law process will not be fast-tracked and will undergo the usual level of public consultation.
Ottawa’s Action Plan concerning the Housing Accelerator Fund proposes a variety of approaches that will leave lasting impacts on the broader housing system and influence long-range planning through a city-wide plan. Initiatives proposed include the elimination or simplification of rezoning requirements to allow for low-density area intensification, expansion of existing affordable rental programming, and modernizing policy and regulatory frameworks including digitization and leveraging office buildings and city-owned land for housing.
Mayor Mark Sutcliffe said: “Ottawa’s new Official Plan, in combination with the Housing Accelerator Fund, will help the City take immediate actions to mitigate the housing crisis. We are advancing our Comprehensive Zoning By-law so that Ottawa can achieve higher densities in a balanced approach city-wide that aligns with our Infrastructure Master Plan. The funding announced today represents a significant investment towards made-in-Ottawa solutions to get homes built faster, and support the systemic changes needed to address our housing challenges.”
The Housing Accelerator Fund is part of the Government of Canada’s National Housing Strategy (NHS), an $82+ billion plan to give more Canadians a place to call home. The Fund is designed to help cut red tape and fast track at least 100,000 permitted new homes over the first three years, which cities and regions estimate will lead to the creation of over 550,000 permitted new homes for people in towns, cities, and Indigenous communities across Canada over the next decade. It asks for innovative action plans from local governments, and once approved, provides upfront funding to ensure the timely building of new homes, as well as additional funds upon delivering results. Local governments are encouraged to think big and be bold in their approaches, which could include accelerating project timelines, allowing increased housing density, and encouraging affordable housing units.
The City will continue to work cooperatively with senior levels of government to finance the construction of affordable housing.

Snow Grooming Pilot Program in Rockcliffe Park
My thanks to the Ski Heritage East team for launching a snow grooming pilot program along the historic dog walk in Rockcliffe Park at the request of my office. To help preserve the integrity of the heritage path known as the Historic Dog Walk and further reduce the degradation of the pathway, my office coordinated a snow grooming demonstration to occur following last evening's snowfall. Working with the City of Ottawa’s snow maintenance crews, Ski Heritage East groomed the heritage pathway this morning to allow for recreational use, such as cross-country skiing, dog walking and snowshoeing.
Launch of Rideau Sports Centre's second tennis dome
Yesterday, Feb. 15, the Rideau Sports Centre launched its second tennis dome, making it the largest indoor tennis facility in Ottawa with eight indoor hard courts and 7 outdoor clay courts. Enjoy Ottawa’s premier indoor tennis facility, located in Overbrook!

To increase routine childhood immunization coverage, Ottawa Public Health is holding immunization clinics in select elementary schools this winter and early spring. Clinics will offer routine childhood vaccinations including the three vaccines typically given in grade 7 at school (human papillomavirus, hepatitis B and meningococcal), along with COVID-19 vaccines. To learn more about what vaccines your child may need, please visit our website at: ParentingInOttawa.ca/Immunization. Clinics will be open to children and youth up to 18 years of age. Those attending the schools as well as children and youth in the surrounding community can attend. Parents and guardians can also accompany their children at the school clinic. No appointment is required. Routine childhood vaccinations will continue to be offered through the Ottawa Public Health Neighbourhood Health and Wellness Hubs and through Community Immunization Clinics located across the city as well. The Coldest Night of the Year Walk - Feb. 24
The Coldest Night of the Year (CNOY) is a national walk that fundraises for community organizations like The Ottawa Mission to provide services to the hungry, hurting and homeless. The event brings together corporate sponsors, corporate teams, community groups like schools and churches, and groups of individuals who are passionate about making a difference. On Saturday, February 24, participants meet at the Shaw Centre (right by Rideau Centre) for fun activities and an enthusiastic kick off before a 2km or 5km walk, and gather afterwards for a bowl of Chef Ric’s famous chili. Registration is free and there is no required fundraising minimum. Participants who raise over $150 (or over $75 for those under 18) receive a CNOY toque on event day as a way of recognizing their fundraising efforts. Comedy at the Fieldhouse - Feb. 24
Enjoy live standup comedy at the New Edinburgh Park Fieldhouse, 203 Stanley Avenue, on Feb. 24 at 8 pm. RCMP Musical Ride Open House - Feb. 24
The RCMP is excited to welcome visitors back to their stables for the Musical Ride Open House and Ottawa Food Bank Drive on Feb. 24, from 10 am to 3 pm at the Musical Ride Centre at 1 Sandridge Road! This event has been an annual tradition in our community since 1996. Bring your family and friends to visit the home of the Musical Ride and meet police officers from the RCMP in support of the Ottawa Food Bank. Admission is free but non-perishable food items and cash donations will be collected to support the Ottawa Food Bank. Limited free parking is available on site. Public transportation is encouraged. Easily accessible by OC Transpo Route #7.
Road Closure - Columbus Avenue - Feb. 27 to March 1
The City of Ottawa has approved a road closure for Columbus Avenue, between Vera and Sharp, from Feb. 27 to March 1 between 7 am and 5 pm each day. The closure will allow for a contractor to install services at a home on Columbus, which will require roadway excavation. Notification letters have been distributed to the surrounding residents and businesses.

Ottawa Public Health Launches New Online Overdose Prevention and Response Training Program
Ottawa Public Health launched a new 20-minute self-directed online training for Overdose Prevention and Response Training.

Have your say in the City’s water rate structure review
The City is reviewing how we recover costs to deliver water services that you rely on every day, and we want to hear from you. To ensure fairness and balance costs for water usage with the actual costs needed to maintain our water, wastewater and stormwater infrastructure, we need to periodically look at how rates are being charged. The rate structure will apply six guiding principles to identify opportunities for improvement:
- Fairness and equity
- Affordability
- Transparency
- Financial sustainability
- Supports economic development
- Promote conservation
How to participate: Visit engage.ottawa.ca/rates for more information and to complete the Water Rate Review survey before the end of July 2024. Public consultations will take place until fall 2024. More information on these consultations will be shared in advance and listed on Engage Ottawa. Feedback received will be reviewed and consolidated to inform the review. Final recommendations will be presented to the Environment and Climate Change Committee and then Council for their consideration in 2025.

Freedom to Read Week 2024: Ottawa Public Library stands strong for Intellectual Freedom - Feb. 18 to 24
For Ottawa Public Library (OPL), Freedom to Read Week, February 18 to 24, 2024, is an opportunity to underline the importance of free expression and the role of libraries in upholding the free and open exchange of lawful information and ideas in a democratic society. Freedom to Read Week programming at OPL highlights the Library’s ongoing commitment to intellectual freedom and celebrates diversity of views and voices in literature. With Freedom to Read Week coming up, Ottawa Public Library has created a Book Sanctuary for challenged titles to underscore the importance of intellectual freedom. The public can now consult the Book Sanctuary on the OPL website and visit a display at the Main branch to explore titles in Ottawa Public Library’s book sanctuary. City grants available to non-profit groups for environmental projects
The City of Ottawa is now accepting applications for the 2024 Community Environmental Projects Grant Program (CEPGP). CEPGP provides funding to non-profit organizations interested in undertaking small-scale, community-based initiatives that support an environmentally sustainable Ottawa. The application deadline is Friday, April 5 at 4 pm. Successful CEPGP grant recipients must complete their projects by June 30, 2025. Annual Hate Crimes show a 19% increase in reporting to police in 2023
The Ottawa Police Service Hate and Bias Crime Unit 2023 Annual statistics show that the Unit addressed 460 incidents last year, including 344 criminal and 116 hate-motivated incidents, which marks an increase of 19.5% over 2022 (compared to 377 incidents that year). Community Equity Council seeking applicants
The Community Equity Council is seeking applicants with an interest in building stronger relationship between the Ottawa police Service and Indigenous, racialized and faith-based communities in Ottawa. The CEC works within an intersectional framework and is made up of community members, Indigenous Elders and senior members of the Ottawa Police Service.
