A Message from Councillor King

Dear Residents:
This week, the City of Ottawa announced that ANCHOR, the Alternate Neighbourhood Crisis Response program, will expand its services into Overbrook and surrounding east-end neighbourhoods by the end of June. It is good news for Rideau-Rockcliffe Ward, and a sign that this model is ready to grow.
ANCHOR is a 24/7, community-led program that dispatches trained crisis response workers, rather than police officers, to people experiencing mental health and substance use emergencies. Launched in August 2024 in Centretown and Somerset West, it was built on a straightforward principle: the right response to a health crisis is a health-centred one.
The results in year one were striking. ANCHOR received 4,464 calls, and in 92 per cent of the dispatched responses, no police involvement was required. Those are real people who received care without the added stress and stigma of a police encounter at one of the most vulnerable moments of their lives.
In December 2025, City Council approved $700,000 to accelerate ANCHOR's expansion. Overbrook was identified as a priority neighbourhood through a rigorous, equity-centred analysis conducted by the Guiding Council's Implementation Working Group, which examined population density, overdose rates, mental health emergency department visits, and the specific barriers facing racialized and Black residents in accessing care. The data pointed clearly to our community.
Overbrook is a community of tremendous resilience, and one that has long deserved better from our city's crisis response systems. As I told CBC News this week, we have an elevated level of mental health crises in Overbrook and in other areas of Rideau-Rockcliffe Ward, and it is important for us to have a better and more complete set of tools to address those challenges in our neighbourhood. ANCHOR's expansion here is exactly that.
Two new post-crisis response workers will be embedded directly in the expansion area, helping individuals access ongoing support and stable pathways to care after their initial interaction with ANCHOR teams.
A mid-term program evaluation will be published by the end of the second quarter of 2026, and City staff will continue building the evidence base for further expansion citywide. A full business case for the future of ANCHOR is expected before Council in early 2027. The question is no longer whether this model works. The data has answered that. The work ahead is making sure it reaches every corner of Ottawa: a position I championed during 2026 budget deliberations.

This week, I was also successful at Transit Committee in passing a motion that addresses one of the most consistent frustrations I have heard from residents over the winter: finding out too late, or not at all, when your bus has been cancelled or your route is unreliable.
The motion directs OC Transpo staff to implement a standardized communication protocol, using existing tools and resources, to notify all Councillors' offices when trips are cancelled as part of service adjustments or recurring reliability patterns, when routes experience ongoing reliability issues, and when significant schedule changes are expected to affect riders. The goal is straightforward: when service is disrupted, our office should know about it so we can help constituents navigate the impact.
The motion also requires OC Transpo to report back to Transit Committee on how real-time service information is actually managed, including what triggers updates in trip-tracking apps, where delays in those updates occur, and how riders who depend on specific trips are proactively informed when cancellations are introduced, extended, or reassessed. Too often, the gap between what is happening on the ground and what the app shows is the source of real hardship for people who rely on transit to get to work, medical appointments, or school.
I will report back to residents once OC Transpo's full response to the motion is before the Committee.

Rideau-Rockcliffe Infrastructure Projects and Road Works
Road closures - Arundel Avenue and Farnham Crescent - March 16
The City of Ottawa has commenced construction on the new sewers, watermains and associated road rehabilitation work as part of the Jeffrey Avenue, Arundel Avenue, Farnham Crescent et al integrated renewal project. To facilitate the installation of the works, the City of Ottawa has approved the closure of portions of Arundel Avenue and Farnham Crescent as outlined below. Local access will be maintained for the affected roads noted above, notably Farnham Crescent, from the dead end to the cul-de-sac. No other access through the closure will be available.

de l’Église Street and Blake Street watermain and sewer integrated renewal - Public Open House - March 31
Residents are invited to attend a drop-in public information session on March 31 from 6 to 8 pm at The Bridge Public House in the Rideau Room, at 1 Donald Street, to discuss the integrated watermain and sewer renewal project planned for de l’Église Street, from Montreal Road to McArthur Road, and Blake Street for 172 metres west from de l’Église Street. Preliminary design drawings will be on display and staff will be present to answer any questions and receive comments. There will not be a formal presentation at this open house. Please attend at your leisure. The information materials will be available at this link for review and comments after the open house. Feedback is welcome by April 14.

Beechwood Avenue Public Realm - Engagement period now active; Survey open until April 10
What should Beechwood Avenue look like in the future? Now is the time to have your say. The Beechwood Avenue Public Realm Plan has entered its first phase of public consultation, and the City wants to hear from residents, businesses, and visitors about what changes and improvements they would like to see along this important corridor. The online public engagement initiative is now active and residents and businesses are encouraged to participate by providing feedback and completing a survey on Engage Ottawa before April 10.

The Plant Your Place! program returns with two ways to get a free tree:

Get notified quickly about potential plumbing leaks – with My ServiceOttawa
Getting a My ServiceOttawa account is not only convenient for managing water billing and payments, but you can view your water consumption and receive alerts quicker about any potential plumbing leaks in your home, to try and help save you both time and money. Since 2014, the City has been using automated metering to track hourly water usage. The same technology is used to help detect and advise homeowners about any extremely high continuous water use, possibly indicating a leak. The City would then send a courtesy letter notification to the homeowner by mail, which can take several days to arrive. Homeowners with a My ServiceOttawa account will now get email notifications quickly when our system detects continuous uninterrupted water flow over a seven-day period. This allows a quicker turnaround to identify and resolve the issue or contact a licensed plumber, if needed, potentially avoiding higher water consumption and unexpected water bill charges. Community Environmental Projects Grant Program - open until April 10
The Community Environmental Projects Grant Program (CEPGP) is being offered once again for 2026. The City is now accepting applications. Applications can be submitted from now until April 10. To receive updates related to the program please send your request to [email protected]. This year, the annual budget for the program has increased from $102,000 to $204,000. The additional $102,000 in funds will be specifically directed to projects that support the City’s Solid Waste Master Plan along the themes of waste avoidance, reduction, and reuse. The other $102,000.00 will continue to support a broad range of environmentally sustainable projects. Project funding has ranged from $200 to $10,500, with an average grant of roughly $3,200. Emergency Services Updates
Online Reporting for Non-Emergency Incidents Now Easier and More Accessible
The Ottawa Police Service (OPS) is upgrading its online incident reporting system to make it easier and faster for residents to report non-emergency incidents in multiple languages from their computer or mobile device. This modernized tool allows community members to report incidents like property theft, vandalism, driving-related complaints and the newly added report option for cryptocurrency fraud, a growing concern in the Ottawa area.
How to use the new Incident Reporting System: Residents can report 13 different types of non-emergency incidents in three quick steps:
- Select the incident type
- Fill out the online form
- Submit and receive confirmation
It is available in more than 20 languages. Reports are reviewed and assigned for follow-up when needed, helping OPS respond to community concerns and better understand where issues are happening. Live information sessions will be held online, hosted by the Ottawa Police and Rubicon, to introduce the new system to community members and to answer frequently asked questions about online reporting. Online registration for these sessions will begin in the coming weeks at ottawapolice.ca/report. For emergencies or situations involving immediate danger, residents should continue to call 911.
