May 24, 2024 newsletter from Rawlson King, City Councillor for Rideau-Rockcliffe.
A Message from Councillor King
The Ontario government announced this week that it is providing over $9.5 million to help create more than 100 supportive housing units in Ottawa that will support individuals experiencing or at-risk of homelessness. The funding will support three projects:
Shepherds of Good Hope at 216 Murray Street: Nearly $4.7 million will be provided to help create 48 studio apartments for people experiencing chronic homelessness, including at least 24 rooms prioritized for Indigenous peoples and four rooms for women. The eight-storey building is in Ottawa’s Lowertown neighbourhood and is close to transit, grocery stores and social services. Residents will have access to a dining room with meals included, a lounge, on-site laundry and 24/7 staff to provide supports to help residents maintain their housing. The first floor of the building will feature a new community meal centre and indoor/outdoor drop-in space that will be open to the community. Because the building is beside the existing Shepherds of Good Hope shelter, drop-in programming will focus on housing support and social inclusion for community members.
Cornerstone Housing for Women at 44 Eccles Street: Nearly $4.2 million will be provided to help create 46 studio apartments for people experiencing or at-risk of homelessness. The four-storey building offers each resident their own washroom, kitchenette, as well as a laundry room on each floor. Twelve units are fully accessible, barrier-free with wheel-in showers, and lowered countertops. The building is staffed 24/7 and offers support to help residents to maintain their housing long-term. These supports include help with managing health and medication, counselling and mental health, goal setting, financial and education planning. Residents will be close to transit and a number of community supports.
Ottawa Mission's Florence Street Rooming House: $700,000 will be provided to help create eight units for people experiencing or at-risk of homelessness. The three and a half-storey building has been fully renovated inside and the exterior of the building was updated, including brand new windows. All units include private or semi-private washrooms and access to a communal kitchen. There is shared laundry and a backyard. Residents are close to grocery stores, bus routes and service providers.
This week’s announcement is part of the province’s Social Services Relief Fund (SSRF) investments, which has provided over $1.2 billion of support across the province to help municipal service managers and Indigenous program administrators create longer-term housing solutions and help vulnerable people in Ontario, including those who are homeless or at-risk of homelessness.
Ottawa has been allocated $100.4 million through all phases of the Social Services Relief Fund to deliver critical services such as shelters, food banks and emergency services.
Municipal service managers and Indigenous program administrators have the flexibility to allocate provincial funding to programs and services that address and prevent homelessness in their communities, such as rent supplements, homeless shelters, and supportive housing including capital projects.
This provincial investment is in addition to the $33.5 million in municipal funds allocated in the last City budget to improve housing access and support services, to address homelessness, and provide enhanced housing benefits through Ontario Works. In its 2024 budget, the City committed $5 million to advance its transitional housing strategy and contributed a record $30 million for capital investments in affordable housing.

The Right-of-way (ROW) is a City-owned portion of land that extends from the edge of the road and onto every property. Typically, it extends to the water shut off. You can learn more on ottawa.ca or use the geoOttawa program to help measure the City’s ROW on your property. No permit is required for residential gardening in the ROW. Here are some things to remember if you want to install a garden the right way:
- There is a list of plants that are not permitted in the ROW
- Only soft landscaping and hand-digging gardens are allowed.
- The garden must not interfere with the sidewalk.
- The maximum plant height is 1.0 metres and 0.75 metres for corner lots.
- Hard landscaping materials such as pavers, riverstone, gravel and planter boxes are not allowed.
- Consumables including vegetables, fruit, herbs, nuts and seeds are not allowed.
- You cannot garden within a ditch.
Gardeners are asked to avoid planting invasive species in their gardens, particularly near natural areas. Noxious weeds are invasive species which are quick to reproduce and spread and can often out-compete other species. Wild Parsnip, Poison Ivy, and Giant Hogweed are commonly found in areas of uncultivated land, roadside ditches, nature trails, woodlots, and in some cases, on rural and residential property. If you decide to take measures to control these plants, regardless of the method used, wear protective clothing and goggles to cover exposed skin and protect your eyes. For more information on how to dispose of invasive species, please go to Waste Explorer | City of Ottawa.

Survey on the use of in-car cameras - Open until June 3
The Ottawa Police Service is launching a new public survey to seek feedback on the introduction of in-car camera pilot project. The OPS is conducting in-person consultations, but residents are encouraged to complete this short survey to offer their feedback at ottawapolice.ca/video. The survey will close on June 3, 2024. Once we have collected feedback, OPS will launch an initial pilot project to ensure the devices function as expected and identify any issues prior to expanding it Service-wide. This is part of the modernization of our Service with the introduction of our new Digital Evidence Information Management System (DEIMS). DEIMS is part of a program launched by the Solicitor General of Ontario and the Ministry of the Attorney General’s office to help create common resources for all police services across the province. Vehicles equipped with in-car cameras will also use wireless mics to capture audio when an officer exits the vehicle. Wireless mics are paired to the in-car camera and have a range of 1,000 feet (300 m). When recording, a red flashing light will be visible, as well, every two minutes the wireless mic will beep. Officers will attach the wireless mics to their vest (chest) utilizing a RapidLock mount. The OPS currently operates five vehicles with a three-external mounted camera ALPR system, that solely uses ALPR technology. More information about in-car cameras and ALPRs can be found at ottawapolice.ca/video. We want to thank residents for helping to provide feedback on the launch of our pilot project. If you have questions, you can email [email protected].
