A Message from Councillor King
Dear Residents:
To encourage residents to try new bus routes, OC Transpo and Para Transpo service will be free this upcoming weekend: May 3 and 4. This is a perfect opportunity for you to explore Ottawa's new transit system without cost concerns as we adapt to significant changes.
Last weekend marked a historic moment for public transportation in our city as OC Transpo launched its "New Ways to Bus" network – the biggest transformation of bus service in Ottawa's history.
For Rideau-Rockcliffe Ward residents specifically, these changes will affect how you travel to and from our community. Routes serving Beechwood Avenue, Montreal Road, and connecting our neighbourhoods to downtown and LRT stations will see adjustments in frequency and routing. Some routes may be shortened or extended, while others will be replaced entirely with new service options that better connect to the expanding O-Train network.
The "New Ways to Bus" initiative represents the largest bus service change Ottawa has ever undertaken, affecting most customers and routes throughout the City. This comprehensive network redesign is focused on three key priorities: improved frequency, enhanced local service in your neighbourhood, and better connections to key destinations across Ottawa.
The redesign is part of OC Transpo's 5-Year Roadmap, aimed at providing a more reliable bus service. It shifts from primarily downtown-focused routes to a system that enhances connections to community hubs and key destinations citywide. The redesigned network includes more than 100 routes organized into three main categories: 27 Frequent routes that run seven days a week, generally every 15 minutes or less on busy sections from 6 am to 6 pm on weekdays; 59Llocal routes designed to take you to neighbourhood destinations and transit hubs where you can connect with frequent routes and the O-Train network; and 18 Connexion routes that provide fast, peak-period connections to the O-Train.
The changes include: New routes introduced, adjusted schedules and routings, some routes retired and replaced with alternative service, some routes shortened, extended, or modified, some routes renumbered, revised service for some middle schools and high schools, and revised service to major destinations such as hospitals, universities and colleges, and between Ottawa and Gatineau.
It's worth noting that some routes will remain unchanged, including Route 6 (Frequent), Route 14 (Frequent), Route 19 (Local), Route 23 (Local), Route 45 (Frequent), Route 47 (Local), Route 98 and N98 (Frequent), and Route 125 (Local) in Ward 13.
For Rideau-Rockcliffe, the following routes will see changes:
- Route 7 (Frequent): Peak period service on Brittany Drive will be replaced by service on Routes 17 & 20, with O-Train connections at Line 1 St. Laurent, Rideau, and Parliament stations.
- Route 9 (Local): Will run eastbound on Murray Street instead of Boteler Street. Service extended south along Sussex Drive and shortened along Dalhousie Street, with O-Train connections at Line 1 Rideau and Hurdman stations.
- Route 12 (Frequent): Will be extended west to run between Blair and Tunney's Pasture stations, following current Route 16 service at Lyon Station, Albert Street, and Scott Street. O-Train connections at multiple Line 1 stations and Line 2 Bayview Station.
- Route 15 (Local): Will be shortened to run between Parliament and Blair stations. Service to/from Gatineau will be removed and replaced by new Routes 8 and 13, with O-Train connections at Line 1 Parliament, Rideau, and Blair stations.
- Route 17 (Local): New route will run between Parliament Station and Wateridge Village, replacing Route 27. Will run on Rideau Street, Montreal Road, St. Laurent Boulevard, Brittany Drive, Montreal Road, Wanaki Road, Mikinak Road, and Codd's Road, with O-Train connections at Line 1 Parliament and Rideau stations.
- Route 18 (Local): Will be changed to run between St.Laurent and Billings Bridge stations, no longer serving Parliament Station. Will replace current Route 5 service to/from Billings Bridge Station, with O-Train connections at Line 1 Rideau and St. Laurent stations.
- Route 20 (Local): Will be extended to run between Rideau and St. Laurent stations. Service on St. Charles Street, Barrette Street, and Loyer Street will be removed. Will run along Beechwood Avenue and St. Patrick Street and follow Route 6 service between St. Patrick Street and Rideau Station, with O-Train connections at Line 1 Rideau and St. Laurent stations.
- Route 24 (Local): Will be changed to run between St. Laurent Station and the Chapel Hill Park & Ride in both directions and run on Jasmine Crescent and Loyola Avenue instead of Ogilvie Road and Eastvale Drive. Service along Innes Road, Eastpark Drive, Bearbook Road and Westpark Drive will replace Route 28 in Blackburn Hamlet, with O-Train connections at Line 1 St. Laurent and Blair stations.
- Route 25 (Frequent): Will be extended to run between Millennium Station and Wateridge Village on weekdays. Service will be removed on Matheson Road, Charlton Drive, and Plumber Avenue. Will run on Bathgate Drive and replace Route 27 service on Montreal, Wanaki, Mikinak, Codd's, and Carson's roads, with the O-Train connection at Line 1 Blair Station.
- Routes 39 and N39 (Frequent): Peak period trips to/from La Cité will be removed and replaced by service on Route 25, with the O-Train connection at Line 1 Blair Station.
- Route 40 (Frequent): Will be changed south of St. Laurent Boulevard to run on Conroy Road, Queensdale Avenue, Albion Road, Bridle Path Drive, Hunt Club Road, and the Transitway to Greenboro Station, with multiple O-Train connections.
- Route 41 (Frequent): New route will run between St. Laurent and Billings Bridge stations, replacing current Route 46 on Walkley and Heron roads, with the O-Train connection at Line 1 St. Laurent Station.
Additional routes serving the ward include shopping route 302 (St. Laurent Station) and event buses 405, 451, and 455.
As these changes will affect most customers and bus routes, I strongly encourage you to check the Travel Planner at octranspo.com before heading out. OC Transpo staff will also be available at transit stations across the city to provide support and answer questions as the new system rolls out. OC Transpo will evaluate the new network based on feedback collected from customers and operating staff, as well as ridership and operational data measurements.
These changes are part of a broader transformation of our transit system. In addition to the new bus network, OC Transpo is investing in new zero-emission buses, increasing Para Transpo service, extending O-Train Line 1 to Trim Station, and revising east-end bus routes to connect to O-Train stations.
My office is committed to helping Rideau-Rockcliffe residents navigate these changes. Over the past week, my staff and I attended three information sessions held by OC Transpo throughout the ward to listen to resident concerns. If you experience challenges with the new routes or have questions about service in our ward, please contact us directly. My office will continue to obtain feedback from residents and relay requests for service changes and improvements directly to OC Transpo senior management. Community feedback will be crucial as OC Transpo fine-tunes the new system.

Rideau-Rockcliffe News, Events and Engagement Opportunities
Automated Speed Enforcement Cameras coming to Ward 13
Twenty-four additional automated speed enforcement cameras will be installed at multiple locations across the city this year, including two in or near Rideau-Rockcliffe Ward 13. The work will include the installation of concrete-encased ductwork, traffic handholes and electrical disconnect foundations. Construction will take place this summer and fall at the following locations:
- McArthur Avenue between Irwin Miller Street and Brant Street
- Donald Street between Barnaby Private and Telford Avenue
Construction updates and timelines will be shared as new information becomes available.
The National Capital Core Area Plan is the NCC's comprehensive land-use plan for the most important federal sites at the centre of the region over the next 20 years. Building from the work of the original 2005 plan, the current plan showcases a renewed vision for the National Capital Region. So far, we have held three rounds of public and stakeholder consultations. The feedback received has helped shape the themes, concept and sectors that frame the renewed plan's recommendations. Residents are invited to comment on the final draft of the plan.

- Routes 6, 7, 10, 11, 12, 14 and 20 will be detoured between 8:15 am and 1 pm to accommodate the event.
- Route 9 will be detoured between 9 am and 12:30 pm to accommodate the event.
- Para Transpo travel times may be affected by planned road closures.


Rogers has applied to the City for permission to install fibre optic conduit along Sandridge Road between Merriman Avenue and Blenheim Drive starting approximately May 6, depending on the permit approval process. It’s anticipated that the work will take 3 to 5 business days. The work will include boring and trenching along the right-of-way and the placement of conduit to service a City of Ottawa pumping station on Sandridge.

The National Capital Commission is pleased to announce the return of NCC Weekend Bikedays for the 2025 season. From May 10 to October 13, the Kichi Zībī Mīkan, the Sir George-Étienne Cartier Parkway, and a section of the Queen Elizabeth Driveway will be reserved for active use. The NCC Weekend Bikedays schedule has been adjusted this year to accommodate ongoing construction projects and address feedback received from communities and users. NCC Weekend Bikedays will take place on Saturdays, Sundays, and holiday Mondays:
- On the Queen Elizabeth Driveway, from Somerset Street to Fifth Avenue, from 8 am to 8 pm
- On the Kichi Zībī Mīkan, from 8 am to 12 pm

Manor Park Community Association AGM - May 13
Join the Manor Park Community Association for their Annual General Meeting on May 13 at 1805 Gaspe Avenue. Networking between 6:30 and 7 pm. The meeting starts at 7 pm.
The City is looking for the public's feedback on the design concept of the Eugene Martineau Fieldhouse, located at 710 Mikinak Road in Wateridge Village. The new building will sit west of the existing rink and basketball court and east of the existing trees, which will be protected. Pedestrian links to the multi-use pathway along Mikinak and internal park pathways will be provided. This facility will provide a multi-use community space for meetings and gatherings, a kitchenette to support facility usage, change room space for skating, and facilities for community events and equipment storage. Four washrooms will support the community. Construction is slated to begin in 2026, but before the City breaks ground, staff would like your input. New Plant Your Place! program - Trees still available for Ward 13
The City of Ottawa’s new Plant Your Place! program makes it simple for residents to plant trees on their private residential properties. Through the City-Wide Tree Distribution stream, any Ottawa resident with space for a tree can apply to receive one at no cost. The program launched March 31, and trees are available on a first-come, first-served basis. At this time, there are still trees available for Ward 13. Approved participants will be invited to pick up their trees at a Tree Distribution Event this spring and will receive guidance on proper planting and care. New Tools and Program Enhancements
- New Online Flood Reporting Form: Residents can now report basement flooding through a new online service request form on Ottawa.ca/basementflooding, reducing 3-1-1 call volumes and expediting response times. Learn more on ottawa.ca.
Updates to City Programs that Support Flood Resilience:
- Enhanced Residential Protective Plumbing (RPP) program: The updated Residential Protective Plumbing Program (RPPP) now offers rebates to eligible homeowners across Ottawa, including those in rural areas, regardless of their property's connection to the City’s sewer system. With expanded eligibility criteria, increased rebate amounts, and a streamlined application process, the program makes it easier for all eligible homeowners to install protective plumbing devices and safeguard their properties. - Compassionate Grant program: This program provides eligible tenants and homeowners affected by basement flooding due to sewer surcharging with financial assistance. Learn more at Ottawa.ca/cg.
How Residents Can Prepare for and Respond to Flooding

Residents can take proactive steps to reduce their flood risk and respond effectively if flooding occurs, including:
- Installing a backwater valve, testing sump pumps and disconnecting downspouts from the sewer system.
- Exploring the Rain Ready Ottawa program which encourages and supports residents to take action on their property to reduce the harmful impacts of rainwater runoff.
- Reporting basement flooding through 3-1-1. The City has launched an online form on Ottawa.ca/basementflooding to allow residents to submit service requests for basement flooding more efficiently. For those unable to make a service request online, the option to call 3-1-1 is still available.
- Taking advantage of City programs that support flood resilience, such as the Residential Protective Plumbing (RPP) program Compassionate Grant program and the Rain Ready program, which offer rebates for protective plumbing installations.
- Staying safe by wearing protective clothing and washing thoroughly after any contact with flood water due to potential bacteria and viruses. Contacting gas and hydro companies if water has reached utilities.
- Reporting the incident to the resident’s insurance provider as soon as possible.
Free mental health forum for parents - May 3
The Ottawa Aboriginal Coalition invites all community members to their annual Red Dress Day Gathering. This event honours the National Day of Awareness for Missing and Murdered Indigenous Women and Girls (MMIWG) and brings the community together in remembrance and advocacy. The gathering will feature educational displays, art installations, commemorative activities, and creative projects to foster healing and unity. The event takes place May 5, from 10 am to 3 pm, with programming taking place from 12 to 1:30 pm at Jean Pigott Place at Ottawa City Hall, 110 Laurier Avenue West. Admission is free. This is a public event, open to all.
Subsidized bike racks on private property
The City continues to offer subsidized bike racks to local businesses, multi-unit buildings and non-profit organizations for installation on private property. Black hanger bike racks can be purchased at 50% of the bulk cost. There are now three options available for purchase this year (with the reduced price identified):
- Four-Ring Hanger: $430 + HST
- *NEW* Two-Ring Hanger: $260 + HST
- *NEW* One-Ring Hanger: $175 + HST

The Mooney’s Bay Beach pavilion is celebrating 60 years. Now, you can help shape its future by taking part in a public consultation on its redesign. Back in 2018, the first round of public consultation asked residents whether the pavilion should be renovated or replaced. That feedback helped shape two design concepts for the preferred option to replace the building. The City is now preparing a feasibility study for the future replacement of the beach pavilion. This next phase invites you to weigh in on a one-storey and a two-storey option. Join the conversation and help shape the next chapter of this iconic waterfront space. Release of Draft 2 of the New Zoning Bylaw - Consultations & Youth Engagement opportunities - May 29, June 2 & 3
- An in-person open house is scheduled for Monday, June 2 at Ben Franklin Place, 101 Centrepointe Drive.
- Virtual open houses will be held on Thursday, May 29 and Tuesday, June 3 from 6:30 – 8 pm. Registration for the virtual Open Houses will open May 15 – be sure to check back on the project’s engagement page.

Youth Engagement and Grade 9 Curriculum Competition: Additionally, staff are excited to announce a Grade 9 curriculum competition! Classes are encouraged to utilize curriculum activities created by the Zoning By-law team and submit their projects for a chance to win a pizza party. This competition aims to engage students in urban planning and zoning concepts, fostering a deeper understanding of how these processes shape our city. Adopt-a-Road/Adopt-a-Park program
Since the program’s inception in 1996, the Adopt-a-Park/Adopt-a-Road program continues to see annual growth in program participation. The program attracts many civic-minded and environmentally conscious individuals, families, community groups and businesses that are committed to keeping public spaces clean, green, and litter-free.
The program currently has over 260 active Adopt agreements, including over 170 park adoptions and nearly 90 road adoptions. In 2024, Adopt program staff received over 50 new Adopt applications and processed over 40 renewal applications. Adopt participants make a commitment to cleaning up a park, or a kilometre or more of roadway, for a period of two or five years, and generously volunteer their time to clean up litter and debris a minimum of twice a year – typically, once in the spring and once in the fall. To recognize these valuable efforts, a sign displaying the name of the program, and the adopting individual or group is installed (upon request) at the park or along the roadway.
Adopt-a-Park/Adopt-a-Road applications will be accepted annually between March 15 and September 15, rather than year-round. This targeted application period aligns with the spring and fall Cleaning the Capital campaigns.
