1. Proposed Daytime Parking Changes
Several local streets are proposed for new daytime parking limits, as outlined in the attached map

Proposed Change: Proposal includes changing all unsigned (default 3-hour limit, Monday–Friday 7 a.m.–7 p.m.) → To 90-minute parking, Monday–Friday, 7 a.m.–5:30 p.m. (Permit Holders Exempt) Weekend limits remain 6 hours (7 a.m.–7 p.m.).
Affected Streets: Mackay Street, Crichton Street, Thomas Street, Charles Street, Queen Victoria Street, Keefer Street, John Street, Alexander Street, and Dufferin Road.
Goal: To increase parking turnover, improve resident access, and reduce long-term commuter parking by Global Affairs Canada employees.

2. Queen Victoria Street – Parking Restriction for Safety
Following a City staff review, parking will be restricted on the west side of Queen Victoria Street between Stanley Avenue and Crichton Street.
- The roadway width (7.8 metres) created unsafe two-way traffic conditions when vehicles were parked on both sides.
- Staff observed drivers having to reverse or yield dangerously to oncoming vehicles.
- The change aligns with existing restrictions between Crichton and MacKay streets.
- Increased enforcement will accompany this adjustment to ensure safety and accessibility.

3. Residential & Guest Parking Permit Petitions
City staff have prepared petitions for both Residential On-Street Parking Permits and Guest Parking Permits for streets affected by commuter overflow parking.
Purpose:
- Residential permits allow residents without driveways to park beyond posted time limits.
- Guest permits provide short-term options for visitors.
Eligibility & Process:
- At least 66% of residents on a street must sign in support.
- One signature per property; vacant addresses are excluded.
- The Ward Councillor must concur before implementation.
- “Permit Holders Exempt” signs will be installed once approved. More details are available on the City’s Parking Permits page at ottawa.ca.
Residential On-Street Parking Permits vs Guest parking permits
Residential On-Street Parking Permits
- Intended for local residents without sufficient off-street parking.
- The Program is intended to provide special on-street parking privileges as a remedial measure for a limited number of residential areas that undeniably have a deficiency in off-street parking with no other parking alternatives for longer-period parking.
- The purpose of the Residential Parking Permit Program is to provide, to eligible residents and their out-of-town visitors in defined areas, special privileges related to parking on designated portions of a street or streets in that area. In general, the permit allows those eligible to park for periods in excess of the otherwise stipulated parking period for their street(s), and to be exempt from the overnight parking ban during the winter months, subject to some limitations and conditions.
- Visitors parking permits allow out-of-town non-residents (residing 30km or more outside the Nation Capital Region/City of Ottawa) to park in residential parking permit zones for a maximum of two weeks.
- Allow eligible permit holders to park for up to 48 hours in designated areas beyond posted time limits and are exempt from Winter Weather Parking Bans.

Permits are purchased (for a fee) per vehicle and are license-plate specific. Eligibility criteria must be met. The applicant must complete an application form and provide evidence:
- that they reside in the designated area (in the form of official documents); and
- whether they have access to off-street parking (on private property).
- As of 2025, the cost is:
- Summer monthly permit (April – November) $36 plus HST per month (January 2025)
- Winter monthly permit (December – March) $167 plus HST per month (January 2025)
- Annual permit $770 plus HST (January 2025)

Homeowners:
- Vehicle registration (must match the name and address on the application).
Tenants:
- A copy of the vehicle registration (must match the name and address on the permit application).
- A dated lease agreement or letter from the landlord or rental office confirming:
- Proof of residence
- That off-street parking options are not available, at any cost.
- Please note: Airbnb and short-term rentals do not qualify for on-street parking permits.
- Implementation requires 66% support from affected residents and Councillor concurrence.
- “Permit Holders Exempt” signs will be installed on applicable street segments once approved.
- If usage of a Residential Parking Permit zone falls below 10% over three consecutive years, the zone will be cancelled.
Guest Parking Permits
- The purpose of the Guest Parking Permit Program is to provide residents in defined areas with a special privilege that allows their guests to park for longer periods than otherwise permitted, subject to some limitations and conditions.
- Intended for local residents. The applicant must complete an application form and provide evidence that their place of residence is within the designated area. They do not need to prove that they do not have sufficient parking for their guests.
- The Program is not intended to provide longer-period on-street parking; is not intended to provide relief from the overnight winter parking regulations; is not intended to provide any special privilege with respect to metered parking, loading zones, no stopping zones, or other parking-restricted areas.
- The permits are to be retained by the resident and distributed to their guests for use only during the guest visit. Failure to retain the permits may result in the revoking of the permit(s) by the City.
- Not license-plate specific.
- Residents may purchase up to six permits per year to distribute to guests.
- As of 2025, the cost is $30.00 +HST per year (2025)
- To apply, property owners must provide a property tax bill showing your name and address.
- In order for tenants to apply, they must provide an original dated and signed letter from the property owner or landlord confirming your residency
