Consultation: 949 North River Road

The City of Ottawa has received a Zoning By-law Amendment and Site Plan Control application to permit the construction of a five-storey condominium building containing 46 dwelling units. The applicant is proposing 40 vehicular parking spaces and 39 bicycle parking spaces. The subject site is located at the northeast corner of the North River Road and Ontario Street intersection in the Overbrook-McArthur neighbourhood.

The purpose of this application is to accommodate the development of a new five-storey residential building with 5,400 square metres GFA, containing 46 condominium units consisting of 30 one-bedroom units and 16 two-bedroom units. The principal façade is located along River Road North, providing access to most residential units, while at-grade units will have private entrances along Ontario Street. Vehicle access is proposed to be located at the southeast corner of the site, on Ontario Street. The applicant is proposing a total of 40 parking spaces, including 31 underground parking spaces and 9 at-grade parking spaces, and a total of 39 bicycle spaces including 36 spaces located internally and 3 spaces at grade. The applicant is also proposing a total of 372 square metres of amenity space, with 232 square metres in balconies/terraces and 140 metres squared of rooftop communal. The existing building is proposed to be demolished. 

The applicant seeks to rezone the Subject Site from Residential Fourth Density Zone, Subzone UC (R4UC) to Residential Fifth Density, Subzone B with site-specific provisions (R5B[X]H(XX)) to permit the following requested relief:  

  • To permit a maximum building height of 17 metres, whereas the requirement varies and should be shown with an H(#), a Schedule, or as an exception).  
  • To permit a minimum interior side yard setback of 1.5 metres, whereas 7.5 metres is required. 
  • To permit a rear yard setback of 1.23 metres, whereas 7.5 metres is required.  
  • To permit the corner side yard steps to project 0 metres from the lot line, whereas a minimum of 0.6 metres is required.
