A Message from Councillor King

Dear Residents:
Working alongside community volunteers and City staff, our office has been addressing long-standing parking challenges linked to limited short-term parking, commuter overflow and congestion on narrow local streets.
The ongoing efforts to improve parking management and safety throughout New Edinburgh have resulted in a petition process that will begin in November.
Several street petitions proposing adjustments are being distributed. The changes are for daytime parking regulations on several local streets, including MacKay, Crichton, Thomas, Charles, Queen Victoria, Keefer, John, Alexander, and Dufferin. The proposal would convert unsigned parking zones - currently limited to three hours on weekdays - to 90-minute parking between 7 a.m. and 5:30 p.m., Monday to Friday. Weekend limits would remain unchanged at six hours between 7 a.m. and 7 p.m. Any segment already displaying time restrictions will remain as is.
The intent of this change is to promote greater parking turnover, making spaces more available to residents and visitors while discouraging long-term commuter parking.
Additionally, following a recent review by City staff, parking on the west side of Queen Victoria Street between Stanley Avenue and Crichton Street will soon be restricted. With a narrow roadway width, parking on both sides of the street creates unsafe conditions for residents and limited sightlines for drivers. Vehicles often must reverse or pull onto the curb to allow oncoming traffic to pass. The new restriction will align this portion of the street with the same restrictions already in place on Queen Victoria between Crichton and MacKay streets. Increased parking enforcement will accompany this change to help maintain safe and accessible conditions for all users.
Alongside the petitions to change parking restrictions, my office also requested staff prepare petitions for both residential on-street and guest parking permits to further address parking pressures on streets impacted by overflow from commuter parking for nearby federal buildings. Residential on-street permits allow residents without any off-street parking available to be able to park beyond posted time limits. Guest permits provide short-term visitor options. My office would like to offer both options to residents to allow for a unified approach to parking. For either option to succeed, at least 66 per cent of homeowners must sign in support. “Permit Holders Exempt” signage would then be installed on applicable street segments.

Join the Ottawa Public Library for Climate Action Week - Nov. 6

The Ottawa Public Library is proud to host Climate Action Week from November 1 to 7, 2025. Throughout the week, City staff from the Climate Change and Resiliency service area and the Office of Emergency Management will be present at various library branches to share resources, answer questions, and engage with residents on how we can build a greener, more resilient Ottawa together.

Outdoor rink volunteers urgently needed for Presland Park in Overbrook

Volunteers are urgently needed to maintain the Presland Park outdoor rink in Overbrook this coming winter. One person is needed to lead the puddle rink maintenance, however, several people are welcome to help maintain the ice. Prior experience is not required. City staff provide a training session, manual and videos from previous years. Staff provide guidance on rink maintenance operations. Rockcliffe Park Public School Book Fair - Nov. 7 to 9
Every fall, the Rockcliffe Park Public School gym transforms into a massive pop-up bookstore. This isn’t magic, but rather a phenomenal effort on the part of our school community and many valued volunteers from the wider community. Throughout the year, donation drives, collection nights, sorting parties and finally the all-hands-on-deck sale setup result in three days of fabulous deals on gently used books for readers of all ages – and tasty food at the Book Fair Café! This year's Book Fair takes place from Nov. 7, from 10 am to 9 pm, Nov. 8, from 10 am to 6 pm, and Nov. 9, from 10 am to 4 pm, in Queen Julianna Hall, 360 Springfield Road.
Boys & Girls (Co-Ed) Who Brunch - Nov. 8
This free event at the Ottawa Technical High School, 485 Donald Street, takes place Nov. 8, from 9 am to 4 pm. It is designed to celebrate, uplift, and equip Black youth with the tools and connections they need to thrive. Through engaging conversations, mentorship opportunities, and shared meals, youth will explore topics around leadership, self-empowerment, and community building — all in a welcoming, joyful environment.

Eastview Legion Branch 462 Remembrance Day parade
- 2 to 4 pm (Parade begins at approximately 1:30 pm) - To mark Remembrance Day, the Eastview Branch 462 of the Royal Canadian Legion is hosting their annual parade from the Legion hall at 294 Cyr Avenue to the Vanier Cenotaph at Hannah and Dagmar for a wreath-laying ceremony. The event takes place Nov. 11 from 1:30 to 3 pm, with the ceremony beginning at the Cenotaph at 2 pm. Everyone welcome. Following the event, the Eastview Branch is hosting a celebration featuring a light lunch and entertainment, followed by an evening dance from 5 to 8 pm. Projects and Construction Activities in and around Ward 13
St. Patrick Street Bridge overnight construction work Oct. 27 to Nov. 28
The contractor working on the St. Patrick Street Bridge rehabilitation project will be working on the bridge overnight from Oct. 27 to Nov. 28 between 10 pm and 7 am. The work involves jacking the bridge, relocating concrete barriers, and traffic control configuration setup, which involves grinding and blasting the current traffic lines. The work will require use of a generator, wheeled excavator and a compressor. Project details: ottawa.ca
Caisson removal - Kilbarry Crescent - Nov. 1

City staff have advised that the contractor, Cavanagh Construction, will be carrying out limited work on Saturday, November 1 on Kilbarry Crescent as part of the ongoing Jeffery et al. infrastructure renewal project. The work will involve removing small steel caissons (temporary shoring supports) from front yards and backfilling the excavated areas. A mini excavator and loader will be used to complete this activity. According to staff, the work is straightforward, with minimal noise and disruption expected, and is being done to clear space for the upcoming road reconstruction phase. All City construction contracts allow for weekend work when necessary, provided that Noise By-law requirements are respected. The City confirmed that these conditions will be followed. Residents can expect a short workday on Saturday, with the crew finishing early in the day.
Electrical Equipment Replacement and Planned Power Outage - Chapleau Avenue - Nov. 3

On Nov. 3, Hydro Ottawa will be replacing electrical equipment that will affect customers located on Chapleau Avenue. Residents may notice increased construction presence throughout the day. Traffic control and lane reductions will be implemented to ensure that roads and sidewalks remain safe for residents and staff. Construction activities will occur on the City of Ottawa Road Right-of-Way. A planned power outage will be required to proceed with this work. All impacted customers are contacted by phone, text or email - depending on the communication preferences indicated on their account - and informed by a written notice delivered to their door, if applicable.

Enbridge Gas construction - Mart Circle - beginning Nov. 3

Enbridge Gas is planning to install a gas main extension on Mart Circle between Blasdell Avenue and St. Laurent Boulevard. The estimated start date is Nov. 3 and the estimated completion date is Nov. 10. The work will involve installing one- and two-inch gas main pipes.
Road Closure - Vaughan Street - Nov. 4

Vaughan Street from MacKay Street to Bertrand Street will be closed on Nov. 4 from 7 am to 7 pm to allow a contractor to undertake CIPP (Cured-In-Place Pipe) liner installation, a trenchless method used to extend the life of underground pipes.
- No through access: Vehicles will not be able to pass through the closed section of Vaughan St during the specified hours.
- Local access maintained: Residents within the affected area will have local access to their properties, though minor delays may occur. Please follow on-site signage and the instructions of traffic personnel.
- Emergency Services: Emergency services will have access at all times.

Hydro Ottawa duct structure installation - Blair Road - Nov. 10 to 14

Hydro Ottawa will be installing a new underground duct structure along the east side of Blair Road between Ballard Drive and Mackenzie Drive from Nov. 10 to 14. Excavation will be done by hydrovac.

Ottawa City Council adopted a series of urban design guidelines in 2007–2008, covering everything from individual facilities (e.g., gas stations) to broader areas like Mainstreet corridors. These guidelines support the City’s planning and development review processes and are used by staff, developers, community groups, and residents. Currently, there are no guidelines specific to mid-rise buildings (5–9 storeys). This project will create a comprehensive set of design guidelines for mid-rise buildings to help implement the Official Plan and guide the design of buildings, driveways, parking, landscaping, and adjacent streets. E-Scooter 2025 End of Season Survey - open until Nov. 30
The 2025 e-scooter pilot season will end by November 15. As in previous years, the end-of-season survey is now available on the City’s website here: End of Season Survey. This survey, which closes November 30, is open to everyone, whether you have used the shared e-scooters or not.

City now accepting commemorative naming fall applications - until Dec. 2
The City’s Commemorative Naming Program is now accepting fall applications to nominate people, histories and legacies that have helped shape Ottawa’s community. The nomination period runs until December 2. Commemorative naming can be applied to various municipal assets, such as new streets, indoor and outdoor amenities, major facilities and parks. The next application period will take place in the spring from March 20 to May 1, 2026. For more information, visit the commemorative naming page or contact the commemorative naming team by email.

The Ottawa Police Service is looking to speak with a person who may have lost their earbud case and one earbud around St. Laurent Boulevard between Montreal Road and Brittany Drive on or about October 2, 2025. The earbud case is dark blue and brand ‘ONN’. If you believe this case may be yours, please contact the OPS Homicide Unit at 613-236-1222 ext. 5493. This request is in relation to the ongoing homicide investigation into the stabbing death of Justin James Weir, 55, which occurred on October 2nd, 2025, near 500 St. Laurent Boulevard. The suspect to identify in our October 7 release is still outstanding. Anyone with information about the suspect is also asked to contact the OPS Homicide Unit.
